Citizen dialogue forums take place in all community and urban councils at least once a year. The forums deal with specific issues that citizen’s feel they need to discuss directly with elected councilors, their chiefs and/or representatives of service providers. The forums are facilitated by PISA staff as neutral moderators, and they employ a participatory and inclusive methodology specifically developed by PISA that ensures the voices of all segments of the community are heard, including women, youth and marginalised groups. Importantly, the outcomes of the citizen dialogue forums are documented by PISA and posted on the PISA website for the public. Hence, the role of PISA is to organise, facilitate and document the dialogue process, but any stakeholders can take the documentation and take issues raised forward. For example, the councils may use it when developing council budgets or civil society can base their advocacy work on it.
